Enforcing traffic regulations does nothing when the roads are in poor state. The major cause of road accidents in Uganda is not absence of traffic regulations but it's a deliberate by the regime due to it's construction of tiny roads without traffic lights and signals hence many people losing their lives on roads accidents.

It's only in Uganda where by a one lane roads are considered as highways used by trailers, buses, taxis, motorcycles and other vehicles full of portholes without a single road with traffic lights yet we have hydro electric power generated from Jinja, it makes nonsense to enforce traffic regulations while leaving out what should have been done first.
