Presence means assurance and absence means worry and doubt
When something is present or available, there is an assurance that it will serve a purpose. For example when there is enough food is the garden, you are sure that today and the next days you won't starve because thèŕè is an assurance (Presence of food) . And therefore you won't worry about what to eat today or tomorrow neither will you doubt about what you will eat .
Food existing in the garden in abundance gives you assurance of not starving and kills your worries about what to eat today or tomorrow.
This means "presence is assurance and absence is doubt and worry".
