All the teachers have been trained to teach children, not only science but even arts. Does it mean the country doesn't need law makers

The idea of increasing science teachers' salary leaving the arts teachers is completely a wrong idea.

In the first place, they teach the same students from the same classes. This creates confusion when people doing the same job with the same qualifications are paid different salaries. The imbalance created between the two groups is even a threat to the growing economy. The so called science teachers have not contributed to the innovations of the country with their science. The science they teach is also history. Take for example the principles taught were made by people long time back. How will you increase the salary of such person in disguise of promoting science yet you are promoting history. The government should equip schools with the required Scholastic materials if it wants to promote sciences. Even the theoretical method of education should be changed to a practical system other than increasing science teachers salaries leaving the arts teachers in total poverty.

In this case I meant the increment of salaries for the science teachers in secondary schools in Uganda.
