Building of houses in a swamp area is not encouraging . For government to construct and build something in a swamp area may have reasons of doing so

Projects that are implemented by the government cannot be questionable sometimes, that's why such things happen and everyone gets quite about it.
Government has lots of projects that we don't have control over them.
We need to understand that we don't control government but it is opposite.

Surely the Government should lead by example, they should not preach one thing and act in a contradictory way. This will encourage the population to follow suit and that's why We end up destroying our environment. So prepare to face the repercussions.

I think the swamp areas are soft land because of water always sticking on it. By that there is lot of expenses to be incurred like dumping big stones and lots of soil.
