Yes, your suggestions are very good and I think that the Government should take the right steps to help them out. I heard that they even have a full ministry in charge of the region.

The Hunger Strike in Karamoja, Uganda

The region is well known for its dry climate conditions with little or no support for agricultural activities. No crop production is on going even the initiatives that have been put in place have gradually failed. The relief of door-to-door initiative wonderful but is a temporary solution to this hunger issue otherwise we shall continue to see the escalating number of hunger striken comrades in hospitals.
My suggestion is that, the government of Uganda with its vast land resources in regions rich with fertile soils should spear head the planting of edible crops to supply the region in question. Should also establish "Silos" in the region for sustainable storage. Meanwhile the silos reduce the hunger, the region's labor force will be energized overtime. The climate smart initiatives targeting to make the land arable will have the time and space to implement for longer term results. I think this course of action can work if handled with the right vision, objective and required proper resource allocation and utilization, with a patriotic heart.
