In most advanced countries, traffic lights are just set by traffic wardens, from stations,not at the site,and, depending on the time.
This depends on the flow of vehicles, like, in the mornings,many vehicles are entering big cities,noon hours is always normal and lights are balanced, say 15 minutes each side. Then in the evening, lights are tuned like in the morning because now,many vehicles are flowing out of the city.
But if controlled manually, these policemen are always bias because they become overworked, controlling vehicles.
