It's not only relativity but a vessel that runs most African countries. Corruption has been like a routine for most African countries hence leaving most countries underdeveloped as a result of failure to answer the political question of most African countries. Most African leaders are criminals and they uncertain after losing power and that's why embezzlement of public resources are misused in order for their stay in power.

Obviously and it is very shame ful, greedy of high level for them they think they understand alot in all measures, and the bad thing they dont care for others they care for their stomach and families the rest they dont want to know.
