That should be the best alternative but it applies to some countries which cares for their citizens but in countries such as in some African countries where by the level of Internet and electricity connectivity is low, it does nothing to advocate for online learning and to worsen the situation, governments such as in Uganda have levied taxes on Internet usage thus affecting online studies.
