Because the SOPs to follow are many and schools are not allowed to mix learners, yet the teachers are supposed to be paid and the scholastic materials and everything needed by the school is very e pensive.
When the head teacher raises the fees we not blame because we all know what is talking place.

Surprisingly the government hasn't come out to help the schools and the parents because both were badly affected by the pandemic.

With the start of The covid19 forced holiday, there was a closure of schools. It took Uganda the next six months to settle into their homes. It was on octorber 15th when the candidates in form 6, senior four and senior six and their counterpart finalists in universities and tertially institutions to report. As soon as they reported,many school heads tasked the reporting students to increase fees. It happened in many schools to first clear 50 % of fees before reporting to schools. It has made difficult to the parents who have been in disturbing times of no money.

It's not covid 19, it has been a policy in most schools in Uganda to increase school fees every term due to various factors such as inflation and taxes on those schools especially private schools.
