There's no single budget under dictator Museveni which has ever benefited the business community in Uganda's history. Each financial year, huge taxes are levied on the people of Uganda and the business community at large but due to their indirect format, ignorant Ugandans don't feel them and that's why they're unbothered when their taxes are being swindled by those in power and not asking for the accountability for their taxes.

What pains most is that taxes are high but those correct the tax they end up missinga it with out using it properly and making others suffer beyond measures.
