True, it's only on papers but in reality, it doesn't being practiced. It's only in Uganda where by it's claimed to be multi party dispensation yet opposition politicians are treated like terrorists for instance with the previous general elections where by NUP presidential candidate was treated like a criminal yet MRM with it's leader museveni and the real criminals with regards to the atrocities committed to Ugandans for supporting NUP.

We are all aware that we are under a dictator regime, even when you ask a young child.
The people in power misuse funds,especially in buying military equipments, and building skyscrapers around the World, thinking people are blind.!! Where are the streets of the late Mobutu ???
