The Ugandan education system doesn't care about people with special needs.

22In uganda people with special needs are not catered for to get proper academics. Some of these persons attend same classes with those who are not having any disability. This is
brought about by lack of schools which are appropriate for them, and at times they end up of dropping out of school unwillingly. But if catered for very well these persons can become productive to the society basically in handling and treating those with whom they share the same problems because they can easily understand what the other goes through and the appropriate care needed. But they cant because they are not given the opportunity to acquire the necessary skills.
How do you vote?
The sustem cares about special needs, this appears in the education policy. As a matter of fact when school buildings are set up there must be a provision for special needs.

A fish begins to rotte at it's head not at the tail. The whole education system is rotten and it's not only the disabled who are not catered for but the entire children and students who are in learning institutions due to irrelevant and outdated knowledge given to those students. The entire education system needs to be changed to meet with the new dynamics of the Ugandans and the world at large.
